HOW WILL PROP. 1 IMPACT SNOHOMISH COUNTY?

WHAT IS THE BOUNDARY ENLARGEMENT OF THE PORT OF EVERETT?

As shown on the map, Prop. 1 would expand the Port of Everett Boundary to capture support the majority of Snohomish County, mirroring county-wide boundaries of most other international port districts, including neighboring King and Skagit counties. Currently, the Port of Everett is one of the only ports in the nation that has a boundary limited to the small land of area surrounding the port.

Initially approved in 1917, it's time to update the port boundaries for the modern day.

Port of Everett Boundary Enlargement will benefit the entirety of Snohomish County.

Farmers and blue-collar workers will benefit directly from new Port of Everett job creation and trade opportunities. Boundary enlargement will accelerate commerce, support small businesses, and reduce commute times by creating a more interconnected transportation system throughout the County. In addition to job creation and bolstering economic opportunities for working families, every dollar invested by the Port of Everett returns $7.50 back into the community to support other industries.  

FREQUENTLY ASKED QUESTIONS

  • Should Prop. 1 succeed, the Port of Everett would immediately redraw the existing port commission districts to ensure all communities have elected representation on the port commission.

  • No. Forward movement on any capital project would be preceded by careful engagement with all stakeholders involved and the establishment of a written contractual understanding, on mutually agreeable terms, of any future investment made by the Port of Everett in concert with any community partner.

  • No. Tribal governments within the boundary expansion area would not be required to transfer or sell any land that is currently held in trust. Trust land is governed by tribes and generally not subject to state or local jurisdiction.

  • No. Port of Everett boundary expansion would not affect any sovereign functions performed by tribal governments, nor would it impact the integrity of any treaty rights within the boundary expansion area.

  • No. Tribal trust lands will be exempt from any property tax assessment under an expanded port district, should Prop. 1 be approved by voters. 

  • No. Any tax increase above 1% of the currently assessed rate would require a public vote. The Port of Everett hasn’t raised its tax assessment since the 1970s.

  • Yes, some portions of the Tulalip reservation already reside in the existing Port of Everett boundary area, and there have been no impacts to the tribe, its sovereignty, or ability to exercise its treaty rights because of that overlap. There are many port district boundaries that overlap or fully encompass tribal trust lands in Washington state.
